Never heard of lively wallpaper but you could use rainmeter, in combination with wallpaper engine if you wished to do so. Most people use steam's wallpaper engine to use a video as their desktop background. But i cant find the option to make wallpapers switch/change automatically.

As for the steps just copy the vlc files to the. Vlc player is just experimental at the moment and doesn't support pausing when fullscreen apps run and other important features.
